学生需满足以下条件可以申请条件COE：

1. 英语分数需已经达到所申请专业的要求（持有与语言中心ICTE打包offer的除外）。
2. 学生目前处于学习阶段的最后一个学期，即将毕业获得学位。
3. 学生已提供截止目前所处阶段的全部成绩单 (认证/非认证或官方/非官方均可)，且分数已达到所申请专业的录取要求。

学校会逐一审理申请人的资格，如符合，学校会签发一个有条件的CoE表格给学生填写；如果有的学生未收到 有条件的CoE表格，但认为自己满足UQ的条件COE政策，可以通过网申系统向学校申诉，学校会再次审核。

Updated Conditional CoE policy

UQ understand the difficulties applicants are facing completing their current studies on time and getting the necessary documentation from their home institutions during the COVID-19 crisis.

UQ has revised its 2020 Conditional CoE policy to allow eligible applicants to acquire a Conditional CoE even if the applicant has not attained a high school qualification or degree award at the time of submitting their documentation via UQ’s OLA. Once a Conditional CoE request is approved, applicants can accept their offer and finalise the deposit payment prior to their school or home university graduation. A Conditional CoE permits applicants to submit their application for a Student Visa and commence their program at UQ in time for Semester 2, 2020.

Students will be eligible for a conditional CoE if they meet below criteria:

1. They have met the University’s English language requirements. With the exception for students who are on an English package offer with ICTE, who will be eligible for a conditional CoE without having to meet English requirement for UQ degree programs.
2. They currently enrolled in the final semester of study and will complete their high school qualification or degree.
3. They have provided full transcripts (certified/uncertified or official/unofficial) up until the second last semester and are currently meeting the GPA requirement for the preferred UQ program commencing Semester 2, 2020.

UQ considers each student’s eligibility when assessing applications. If the applicant is eligible, they will be sent a conditional CoE form to complete and return with the applicant’s acceptance documents. All of this documentation is then processed together. If a student hasn’t received a conditional CoE form and you think the applicant is eligible for a conditional CoE, please send us a request via the online application portal. All requests will be reviewed for eligibility and applicants will be notified of the outcome.

Due date for submitting final documentation

We are currently exploring the timelines around the submission of official documents and will provide further advice at a later time. Once we advise you and the applicants of a date to submit these documents, failure to provide the outstanding documents by this date may result in the student not being able to continue studies and potentially having their CoE revoked. Special arrangements This special arrangement is for Semester 2, 2020 commencements and will be reviewed as the situation pertaining to COVID-19 changes. We understand that there is a lot of uncertainty regarding the future. For students unable to join us for Semester 2, 2020 due to the COVID-19 pandemic, depending on their circumstance they can either choose to defer their studies to a future semester or withdraw from UQ. As is currently the policy, students who are unable to meet the conditions of conditional COEs, will be given a full refund of their deposit / fees paid. Students with any other reasons for not being about to commence Semester 2 will be assessed by UQ on a case to case basis. UQ recognises that these are unprecedented circumstances and we will work with you to resolve each case.
