为吸引优秀人才留在美国，美国通过不断改革移民法，为优秀人才留在美国创造合理全面适用政策的支持。美国现行的移民法中给予留学生最大的支持政策为：即使未拿到工作签证，所有国际留学生，无论什么专业，只要在美国完成任何阶段的大学教育（副学士/本科/硕士/博士），毕业后均可以申请到为期12月的带薪实习，即我们常说的OPT， 有了这个OPT，就可以在美国合法的开展全日制工作。其中，如果你的专业是STEM(科学，技术，工程，数学)4大类专业中的任何一个，你还可以申请17个月的延期，加起来29个月。近日，美国移民局又出新招，有意将 OPT延期24个月 ， 而OPT本身也会有12个月，加起来总共 为 36个月 ！
据美国劳工部统计，截止到2018年，美国将产生12，000，000个与STEM专业领域相关的工作岗位，而根据预计届时并没有如此多的毕业生能够填补岗位空缺。美国对STEM专业领域的教育领先世界，这也是其在世界范围内保持科技创新的重要砝码，比如当前国际信息产业格局是美国拥有绝对的优势，它在全球的中央处理器、系统软件的产量占有绝大部分的份额，具有影响的全球性网络公司也大多设在美国。这一优势成为美国新经济的一个重要动力，也是美国经济在90年代持续增长的一个重要原因。信息和信息产业已经象核武器、尖端常规武器和经济实力一样，成为美国的重要的战略资源。因此，美国政府在移民法的框架下，多次通过一些具体的法令，特别是增加移民的签证数量，来吸引信息产业方面的高科技人才，效果十分突出。
